E-Filing Forms with DOL FLAG

Overview

With The Immigration Add-On, you can electronically file forms on the DOL FLAG platform. Once the information is entered into the questionnaire/intake, a new application is created on your synced DOL FLAG with all the information provided.

Getting Started

If it is your first time e-filing with DOL FLAG via The Immigration Add-On, there are a couple of things you'll want to keep in mind:

  • You need a secure.login.gov account to e-file and access the DOL FLAG platform.

  • When e-filing with DOL FLAG on The Immigration Add-On for the first time, you need to add an Authentication app to obtain a new OTP code to sync the applications.

FLAG Account Setup

To e-file forms on the DOL FLAG platform, you must create an account at https://secure.login.gov/. If you do not yet have a secure.login.gov account, follow DOL's guide here to get started.

Activating the FLAG Authentication App

If the field for Sync to Flag.gov is empty, please create an authentication app on secure.login.gov to retrieve your OTP by clicking here.

Please note that login.gov only allows for a maximum of two Authentication apps at a time. If you already have two Authentication apps, you will need to delete one of them.

To learn more about setting up the Authentication app with The Immigration Add-On, you can follow these steps:

  1. Log in to your secure.login.gov account.

  2. Click the Add Authentication apps link.


  3. Copy the OTP Secret (below the QR code) from the authentication app setup page (this will be used in The Immigration Add-On for e-filing).

  4. In The Immigration Add-On, paste the code from login.gov into the Flag.dol OTP Secret field.

  5. After pasting the code, click the link to retrieve a one-time code.

  6. Paste this one-time code into login.gov under the Enter the temporary code from your app and complete the Add an authentication workflow. Once this is complete, you may e-file your form with DOL FLAG.


E-Filing the ETA-9141

Create Forms and Complete Questionnaire

  1. Select The Immigration Add-On tab from the Case Details page.

  2. Click the Create New Form button.

  3. Select a Contact & Case, Preparer if needed. This information should pre-populate.

  4. Choose ETA-9141 from under the Add Forms & Files section in the Add Forms list.

  5. Select the Beneficiary of the form.

  6. Click Save & Next to finish creating the forms.

  7. Invite Clients to complete the intake form.

  8. Add information to the Application.

Note: The DOL FLAG platform doesn't have comprehensive validations for the mandatory fields required to complete your application. So, please ensure all content is complete within the Intake, as The Immigration Add-On cannot update an e-filing draft once it has been submitted.

ETA-9141 e-Filing

To electronically file the ETA-9141:

  1. Click the eFile this form on flag.dol.gov button.

  2. Enter the password associated with your login.gov credentials

  3. In The Immigration Add-On: Click the Sync button

    After this step, The Immigration Add-On will attempt to create a new ETA-9141 on your FLAG account.

If the e-filing is unsuccessful, you will be notified via an in-app notification. If this happens, please verify the login.gov credentials entered in the previous step.


E-Filing the ETA-9035/9035E

Assemble Form

  1. Select The Immigration Add-on tab from the Case Details page.

  2. Click the Create New Form button.

  3. Select a Contact & Case, Preparer if needed. This information should pre-populate.

  4. Under Add Forms, select ETA-9035/9065E from the drop-down menu.

  5. Select a Beneficiary from the dropdown.

  6. Click Save & Next to finish creating the forms.

After you create the form, you can add information directly to the electronic questionnaire and invite the parties involved to complete it to gather all necessary information.

Note: The workflow for adding a PWD (prevailing wage determination) from the DOL issued after filing the ETA-9141 is currently not supported.


Part 1: ETA-9035/9035E e-Filing Start

Start e-Filing

  1. Click the eFile this form on flag.dol.gov button to get started.

  2. After you click this button, The Immigration Add-On automatically validates whether or not the questionnaire is filled out correctly (according to FLAG's conventions) so it can be e-filed.

    If the initial validation passes, you can start e-filing the form by following the actions shown in Step 3: ETA-9035/9035E e-Filing Status.

  • If the initial validation fails, you will receive an error message showing you a list of errors that must be fixed before you can e-file the form.

  • Fix any validation errors presented in the e-File tab of the smart form. All errors are summarized in the e-File tab, and you can navigate directly to each question using the associated link.

  • Each question that needs to be addressed will also be highlighted, and an explanation of the error related to the questionnaire's response will be included.

Re-Validating

  • Once you have addressed the validation errors presented in the e-File tab, have The Immigration Add-On re-validate whether or not the questionnaire is filled out correctly by clicking the Re-Validate button.

  • If the validation passes, you will see a success message informing you that your form is queued for eFiling.

ETA-9035/9035E e-Filing Status

Once your form no longer has validation errors, you can e-file it by clicking the eFile this form on flag.dol.gov button.

Entering Information to Sync to flag.dol.gov.

To sync the e-filing to your https://flag.dol.gov/ account, you will need to provide:

  1. The email address related to your login.gov account.

  2. login.gov online account password.

  3. The login.gov OTP secret for your account (see Activating the FLAG Authentication App for more information).


    After you have entered all of the necessary information into the modal and clicked the Sync button to start syncing your e-filing, you will receive a prompt informing you that your form is successfully queued to be e-filed.

If the e-filing is unsuccessful, you will see e-Filing Failed. If this happens, please verify the login.gov credentials entered in the previous step.

If the e-filing is successful, you will see an e-Filing complete message.

Once this is done, you can access the draft of this filing under Cases. To review, edit, and complete the filing, click the Edit button for the ETA-9141 you would like to continue filing.
