No, only one person at your firm needs to set it up, and then everyone will be able to use it.
How do I request a new court that CalendarRules does not currently have?

How do I tell if an event was created from a Court Rule?
The easiest way to tell is an event was created from a Court Rule is to open the event details and check the history. If the event was created from a Court Rule, then it will say the event was added via Court Rule.
